On January 10, the 2019 National Science and Technology Award Conference was held in Beijing. A project titled "Large-scale Chlorine Dioxide Preparation System and Key Technologies and Applications for Elemental Chlorine-free Bleaching of Pulp", led by Professor Wang Shuangfei from the School of Light Industry and Food Engineering at Guangxi University, was awarded the Second Prize for the State Technological Invention Award. This marked a significant achievement for the project team, following their receipt of the Second Prize for the State Scientific and Technological Progress Award in 2016, and represented a breakthrough for the university in the field of state technological invention awards, further enhancing its reputation.
This project was collaboratively completed by Guangxi University, Guangxi Bossco Environmental Protection Technology Co., Ltd., and Beijing Forestry University. Through more than a decade of industry-university-research cooperation, the team has broken foreign technological monopolies by inventing stable and efficient methods for producing chlorine dioxide without generating solid crystalline, a combined reducing agent method for chlorine dioxide preparation, and a high-temperature chlorine dioxide bleaching technology for multiply strengthened pulp. These advancements have achieved ultra-low emissions of absorbable organic halides (AOX) during pulp bleaching, significantly improving the level of clean production in pulp bleaching in China. The project boasts completely independent intellectual property rights, with its main technical and economic indicators meeting or exceeding those of imported equipment, breaking the technological monopoly of multinational corporations. It meets the needs of different production capacities in the industry and has rewritten the history of China's long-term reliance on imported equipment, providing strong technological and equipment support for the implementation of the national "Action Plan for Prevention and Control of Water Pollution" in the paper industry, and promoting leapfrog development in clean bleaching of pulp in China.
Since its industrialization promotion began in 2009, the project achieved its first overseas export of complete chlorine dioxide preparation technology in 2012. It has been applied in over 30 medium and large paper enterprises both domestically and internationally, including in China, Indonesia, India, and Vietnam. This has transformed China from a country that imports chlorine dioxide bleaching technology to one that exports it, achieving a zero breakthrough in the export of technology and products on chlorine dioxide preparation and pulp bleaching, which represented a high level of "intelligent manufacturing in China". To date, approximately 15 million tons of elemental chlorine-free bleaching of pulp have been produced, with AOX emissions reduced by around 30,000 tons and COD emissions reduced by about 450,000 tons, resulting in significant economic, social, and environmental benefits.
In total, the 2019 National Science and Technology Award recognized 296 projects and 12 scientific and technological experts, with two scientists winning top sci-tech award, 46 projects the State Natural Science Award, 65 projects the State Technological Invention Award, and 185 projects the State Scientific and Technological Progress Award, and ten foreign experts the International Science and Technology Cooperation Award from the People's Republic of China.
